With reference to your telegram 30th October cipher Foreign Office state it is considered essential

in the national interests that embargo on telegrams

to and from Dutch territory should be maintained, but that arrangements have been made by the censorship authorities to pass telegrams which are thought to be

in British or Allied interests. 15th November.
